China’s Zhongji Innolight Plans $800M High-Tech Factory in Vietnam’s Bac Ninh Province

China’s Zhongji Innolight, a leading manufacturer of high-speed optical transceivers, is advancing plans to build a large-scale high-tech manufacturing facility in Vietnam’s Bac Ninh province, with an initial investment estimated at approximately $800 million. The project, proposed for the Yen Phong II-A Industrial Park, is expected to span around 30 hectares and create jobs for roughly 20,000 workers once operational. The proposal was presented during a working session with Bac Ninh People’s Committee Chairman Pham Hoang Son on Monday.

Once completed, the factory is set to become Zhongji Innolight’s largest facility in Southeast Asia, surpassing its current biggest manufacturing site in Thailand. The company’s Singapore-based subsidiary, Terahop, recorded a revenue of $5.4 billion in 2025 and maintains a production capacity of 1.5 million items per month. The investment underscores the growing trend of Chinese tech firms expanding production capacity in Southeast Asia to meet surging global demand for data center and AI infrastructure components.

Among the key conditions raised by Zhongji Innolight is the need for a stable and reliable power supply. The project is expected to require approximately 4,000 cubic meters of water per day and a maximum electricity capacity demand ranging from 150 to 300 megawatts across its expansion phases. In response, Bac Ninh Vice Chairman Pham Van Thinh confirmed that the province’s current power capacity stands at approximately 3,300 megawatts, suggesting sufficient headroom to accommodate the new facility’s energy needs.

Listed on the Shenzhen Stock Exchange under the ticker 300308, Zhongji Innolight specializes in the research, development, and manufacturing of high-speed optical transceivers used in data center connectivity networks, AI computing systems, mobile telecommunications networks, and long-distance transmission infrastructure. The company’s expansion into Bac Ninh places it at the heart of one of Vietnam’s most prominent electronics manufacturing hubs, which is already home to global players such as Samsung, Goertek, Luxshare, and Amkor, along with roughly 80 companies in the semiconductor supply chain. The province has attracted nearly $50 billion in foreign direct investment from 44 countries and territories, highlighting its strategic importance as a manufacturing destination for high-tech components critical to the global digital economy.
