Egypt Grants License for $400 Million Data Centre Project to Boost Cloud Infrastructure

Egypt has taken a significant step toward strengthening its digital economy by approving a major data centre project, granting a license to Hassan Allam Digital Infrastructure and Data Centre Solutions to establish and operate data centres and provide cloud computing services. The move underscores the country’s ambition to become a regional hub for data exchange and digital services.

The license was awarded by the National Telecommunications Regulatory Authority (NTRA) during a ceremony in Cairo on 15 June, which was attended by Communications and Information Technology Minister Raafat Hindi. The newly licensed company, a subsidiary of the engineering and investment conglomerate Hassan Allam Holding, plans to invest an initial $400 million in the first phase of the project. Designed to meet international standards, the facility is expected to undergo further expansion in the coming years.

The data centre will serve government institutions, financial organisations, and both local and international businesses, addressing the surging demand for data hosting, cloud computing, and digital services. Minister Hindi has stated that the licensing decision reflects Egypt’s commitment to developing the data centre and cloud computing industry as a key pillar of the digital economy. The NTRA has noted that this is part of a broader trend, with ten licenses for the establishment and operation of data centres having been issued over the past two years.

The government is working with stakeholders to create an integrated national strategy for data centres and cloud computing, aimed at enhancing digital and data sovereignty. Hassan Allam Digital Infrastructure has confirmed that the project will be developed in partnership with Egyptian technology and venture capital firm A15, and will support emerging technologies including cloud computing, artificial intelligence, and data-driven services. A specific timeline for the project has not yet been disclosed.
