Silicon Foundation Plans 100MW Data Center Campus in Wheeling, West Virginia
A 100MW data center campus could be developed in Wheeling, West Virginia, as modular data center firm Silicon Foundation has acquired a 15-acre industrial-zoned site at 74 Warwood Avenue. The property, previously owned by the now-defunct iron casting manufacturer Centre Foundry, is slated to host a 60,000 sq ft (5,575 sqm) facility, according to a LinkedIn announcement from Stokes Inc, the EPC contractor for the project.
The proposed data center would initially tap into an active 10MW grid connection, with Silicon Foundation’s website outlining “a defined path to 20-30MW and a longer-term 100MW campus.” However, significant uncertainty surrounds the project’s regulatory status. A spokesperson for West Virginia Governor Patrick Morrissey told local outlet WTRF that the “West Virginia Office of Energy has not received any applications for a data center project in Warwood or Ohio County.” Similarly, Wheeling City Councilman Tony Assaro confirmed that “the council has not received any information on a project going into the Centre Foundry property,” adding that the city manager is seeking details from the new owners.
When asked by DCD whether a planning application had been submitted or was required, Silicon Foundation responded, “That’s correct,” though the company did not clarify whether the statement referred to submission or necessity. Stokes has provided some timeline estimates on LinkedIn but has not specified whether dates refer to groundbreaking or completion. For Phase 1, described as a “10MW modular data center system,” Stokes cites Q4 2026; for Phase 2, it lists Q4 2027. DCD has sought further clarification from Stokes.
Silicon Foundation, founded in January 2026 by entrepreneur Val Holovach—who previously founded Hiveon, an automation and control layer for Bitcoin mining that shut down its mining pool on May 13, 2026—currently lists only the Wheeling project on its website. It remains unclear whether the firm has prior experience building or operating data centers. Stokes, meanwhile, lists several ongoing projects, including a 12MW Compass Mining data center in Oklahoma, a 600MW data center near Niagara Falls, New York, and a 6MW data center and battery energy storage system in Buchanan, Virginia.
The project underscores a broader trend of data center development targeting smaller U.S. cities with available industrial land and grid capacity. If realized, the Wheeling campus could provide a significant economic boost to the region, but the lack of formal planning applications and the developer’s limited track record raise questions about its timeline and feasibility.
