Taiwan is deepening its diplomatic and economic engagement with Paraguay through a proposed USD 200 million investment in a 10-megawatt data center near Asunción, the capital. The facility, expected to begin operations by the end of 2027, will be built on government-owned land and represents one of the largest infrastructure commitments between the two allies in recent years.
The project is designed to strengthen Paraguay’s digital infrastructure while reinforcing Taiwan’s diplomatic presence in South America. Paraguay remains one of the few countries that maintains formal diplomatic ties with Taiwan rather than China, even as domestic pressure grows to reassess that position amid increasing Chinese investment in neighboring markets.
Under the partnership, Taiwan will supply NVIDIA chips and supporting equipment for the data center, while Paraguay will contribute low-cost hydropower and essential infrastructure. The collaboration highlights a growing trend of technology-for-energy exchanges in geopolitical alliances, where chip-rich nations partner with energy-abundant regions to build strategic digital assets.
Taiwan and Paraguay are reportedly in discussions with the U.S. International Development Finance Corporation regarding financing arrangements, signaling potential multilateral backing for the project. In addition, Taiwan’s International Cooperation and Development Fund has approached Google, Microsoft, and Amazon regarding potential investment or capacity commitments for the facility, according to sources familiar with the matter. These talks suggest the data center could serve as a regional hub for major cloud providers seeking to expand in Latin America.
The investment underscores the increasing role of data centers as tools of geopolitical influence, with nations using digital infrastructure projects to solidify alliances and counterbalance rival economic blocs. For Paraguay, the project offers a pathway to modernize its digital economy while leveraging its renewable energy resources, potentially attracting further foreign investment in the region.
