Pennsylvania Utility PPL Reports 12% Surge in Advanced Data Center Pipeline, Reaching 28.3GW

Pennsylvania-regulated electrical utility PPL has recorded a 12 percent increase in its “advanced” stage data center pipeline, now totaling 28.3 gigawatts (GW) expected by 2034. This marks a significant jump from the 25.2GW reported just three months earlier, according to the company’s latest earnings call. The surge underscores the accelerating demand for power from hyperscale data center operators in the region, driven by the rapid expansion of AI and cloud computing infrastructure.

Of the total 28.3GW pipeline, 600 megawatts (MW) are slated to come online this year, while 20.7GW are expected to be operational by 2030. This rapid growth reflects the intensifying race among utilities to secure capacity for large-scale data center projects, particularly in PJM Interconnection’s footprint, which covers a broad swath of the Mid-Atlantic and Midwest.

In addition to the pipeline expansion, PPL announced progress on an unregulated joint venture with Blackstone Infrastructure aimed at building power generation equipment specifically for data centers. President and CEO Vincent Sorgi detailed the initiative during the earnings call, stating: “Based on the progress to date with the hyperscalers, we are executing multiple gas turbine reservation agreements and have submitted requests for multiple generation projects into PJM’s interconnection queue.” The first projects tied to this joint venture are expected to be announced later this year.

Sorgi also addressed the potential role of the joint venture in PJM Interconnection’s planned reliability backstop auction for large loads, though he noted that the program’s rules have yet to be disclosed. “There’s quite a bit of work that needs to be done to ensure that the costs that are related to any backstop auction are actually borne by the large loads,” he said. “It’s not clear as written or as proposed that we would actually get that result.” This highlights ongoing regulatory and financial complexities as utilities and grid operators grapple with the unprecedented power demands of data centers.

Across PPL’s coverage area, more than 5GW of data center load is currently under construction, with major names such as QTS, AWS, and CoreWeave actively building facilities in Pennsylvania. The utility’s subsidiary, Louisville Gas and Electric and Kentucky Utilities, also reported a data center pipeline of 11.9GW, up from 8GW recorded last quarter. PPL primarily serves the Pennsylvania market, delivering energy to over 1.4 million customers across the state, in addition to its operations in Louisville and Kentucky.

Industry analysts view PPL’s pipeline growth as a bellwether for the broader energy sector’s shift toward accommodating hyperscale data center demand. The combination of joint ventures with infrastructure giants like Blackstone and the execution of gas turbine reservation agreements signals a strategic pivot toward on-site or near-site generation to alleviate grid congestion. However, the unresolved cost allocation mechanisms for backstop auctions could pose challenges for utilities seeking to balance reliability with financial fairness, particularly as large loads continue to proliferate.
