The Rochelle City Council has postponed a crucial vote on a proposed large-scale data center project, highlighting the growing tension between rapid digital infrastructure expansion and local community concerns over resource allocation and economic benefits. The delay underscores the increasing scrutiny such projects face at the municipal level, even in regions actively courting data center investment.
During a meeting on Monday, councilors voted to table the decision on a development agreement that would have authorized the construction of a significant data center campus. The proposal, put forward by Midwest Power Investors LLC—an affiliate of real estate firm LFF Industrial—envisioned a facility starting at 48 megawatts (MW) of capacity. According to the company's plans, the project on a 75-acre site north of Steward Road was designed for potential expansion. An initial 48MW phase could be followed by two optional phases, which would require separate future approvals, scaling the campus up to 100MW and ultimately more than 150MW.
Council members and local residents raised specific concerns during deliberations, which were cited as the reason for the postponement. Reporting by WIFR indicated that questions were focused on the project's impact on local utility infrastructure and the number of jobs it would generate for the community. The council did not set a date for when the proposal would be reconsidered.
The implications of the delay are significant for the data center industry's push into secondary markets. Rochelle, located about 80 miles west of Chicago, is already home to data centers operated by major corporations like Allstate and Northern Trust, positioning it as an emerging hub. However, this postponement signals that local approval is no longer a mere formality, even for projects promising substantial capital investment and incremental power capacity. The council's demand for more debate reflects a broader trend where communities are weighing the promised economic benefits against tangible local costs, potentially setting a precedent for future project reviews in similar markets.
