Wenzhou, City of South China, Planning a New Construction Project: 18,000+ data center racks in the next 5 years

In the "Fourteenth Five-Year Plan for Wenzhou Major Construction Projects (Draft for Comment)" drafted by the Wenzhou Development and Reform Commission, Wenzhou plans to increase the total number of data center racks to 18,000+ by 2025, and the plan will focus on 4 big data center project construction to build the provincial cloud computing sub-center, and strive to build a national regional data center.

 

A few days ago, the Wenzhou City Development and Reform Commission drafted the "Fourteenth Five-Year Plan for Wenzhou Major Construction Projects (Draft for Comments)" (hereinafter referred to as the "Plan") and publicly solicited opinions from the public. In Chapter 5, "Building a Benchmark City for Reform and Opening-up", "Digital Reform Basic Engineering Construction" is listed as a separate section. One of the key indicators is that by 2025, the total number of data center racks will be 18,000+.

In recent years, Wenzhou has vigorously developed new technologies, new industries, new business forms and new models for the digital economy, and the digital economy has led to new results in the high-quality development of the economy and society. According to data from the People's Bank of Wenzhou City Center Branch, as of the end of June this year, Wenzhou's digital economy loan balance was 258.79 billion yuan, as a result of  the construction and improvement of digital infrastructure.

 

In order to speed up the construction of a new infrastructure system, create a digital reform base project, and build a digital city and “Cloud Wenzhou”, the "Planning" emphasizes the construction of digital reform fundamental projects. As a new type of infrastructure construction, the data center plays a "fundamental" role in the development of the digital economy. Therefore, the data center has become the focus of the "Plan" and is an important part of accelerating the construction of a new infrastructure system.

 

The "Plan" pointed out that it is necessary to accelerate the construction of big data centers, plan to focus on the construction of 4 big data center projects, build the province's cloud computing sub-center, strive to build a national-level regional data center, and promote the construction of more than 20 roads "smart combination". In the new infrastructure column, it is planned to focus on the construction of the cloud computing center in Cangnan County. The total investment of the project is about 2.2 billion yuan, and the investment in the "14th Five-Year Plan" is 1.6 billion yuan.

 

In addition to the data center, the other two key indicators of the "digital reform basic engineering construction" are to build 30,000 5G base stations by 2025, and achieve an increase of 30%+ in the intelligent level of infrastructure in key areas. The "Plan" expresses the need to accelerate the development of digital infrastructure, vigorously promote the construction of "5G+" infrastructure, and comprehensively promote the construction of 5G independent networking core networks.

 

At the same time, building a foundation project for digital reform is also one of the key points in the construction of the "digital reform fundamental project". The plan points out that Wenzhou will focus on the five major reform areas of digital government, digital society, digital economy, digital law, and overall intelligent governance of party and government agencies, improve the city's digital resource allocation efficiency, continue to iteratively upgrade the urban brain, and the plan focuses on promoting the construction of informatization projects such as public security brain, industrial brain, and smart health effectively support the reform of the whole field, and help promote the comprehensive and systematic reshaping of the system and mechanism, organizational structure, methods, processes, and tools of municipal governance.

 

In addition to the construction goals for digital infrastructure, the "Planning" also puts forward clear plans for urban functions, transportation, education and medical care, ecology, etc., pointing out that Wenzhou will focus on the strategic mission of "five cities and five highlands” and technological innovation , modernization industry, transportation facilities, ecological & environmental protection, and society & people’s livelihood. There are 542 major construction projects in the city were arranged according to strategic tasks and areas, with a total investment of 1.74 trillion yuan.

 

Among them, there are 486 implementation projects with a total investment of 1.56 trillion yuan, the "14th Five-Year Plan" investment of 1.02 trillion yuan, and 56 preliminary (research) projects with a total investment of 0.18 trillion yuan, which are used as the preliminary work for major projects. An important basis for promoting key construction and rational allocation of various resource elements such as land and capital.
