Ishikari and NeutraDC Partner to Bridge Japan and Southeast Asia with Digital Infrastructure

In a strategic move to capitalize on the booming demand for AI and high-performance computing across Asia, Japan's Ishikari Renewable Energy Data Center No.1 has entered a landmark partnership with NeutraDC, a subsidiary of Telkom Indonesia. The Memorandum of Understanding (MoU), signed recently, aims to create a seamless, cross-border digital infrastructure corridor connecting Hokkaido, Singapore, and Indonesia, addressing critical needs for low-latency connectivity and sustainable compute capacity. The core of the agreement involves a reciprocal service exchange designed to attract Southeast Asian clients to northern Japan. NeutraDC will provide colocation services at its facilities in Singapore and Indonesia for customers of the Japanese data center. In return, Ishikari will support the installation of NeutraDC’s Singapore network point of presence at its Hokkaido site. This connectivity will be facilitated via Japan’s cutting-edge All-Photonics Network, part of the national Innovative Optical and Wireless Network (IOWN) initiative, which is scheduled to launch between Hokkaido Ishikari and Tokyo Otemachi in August 2026. The Ishikari facility, currently under construction in Ishikari City, is a significant project spanning 11,093 square meters with a planned capacity of approximately 15MW. Operations are slated to begin by the end of March 2026, with the company emphasizing its commitment to being powered entirely by renewable energy through long-term power purchase agreements and onsite solar generation. Beyond colocation, the partnership has a sharp focus on the AI compute market. The companies plan to jointly develop and promote cross-border GPU-as-a-Service (GPUaaS) offerings. Under this framework, NeutraDC will lead on GPU system architecture and AI compute operations, while Ishikari will provide the underlying infrastructure in Hokkaido’s RE100 zone, enabling workload aggregation and redundant network routing across the three markets. For NeutraDC, this deal represents a strategic entry into the Japanese market, driven by what it sees as favorable conditions in Hokkaido. "The deal will enable our strategic entry into the Japanese market, driven by the availability of renewable energy in the Hokkaido market and a supportive policy environment," the company stated. The Hokkaido local government has reportedly backed the initiative since early 2025. NeutraDC, as part of Telkom Indonesia, brings substantial regional scale to the partnership, operating two hyperscale data centers in Indonesia alongside numerous core and edge facilities across the archipelago. This collaboration signals a growing trend of international alliances in the data center sector, particularly in the Asia-Pacific region, where demand for AI-ready, sustainable infrastructure is rapidly outpacing supply.
