TikTok Commits €1 Billion to Second Finnish Data Center Amid European Expansion Push

TikTok has announced a major €1 billion ($1.16 billion) investment to construct a second data center in Finland, reinforcing its strategy to localize European user data storage. This move comes as the social media giant navigates global data sovereignty pressures and seeks to assure regulators of its commitment to keeping regional data within Europe.
The new facility will be situated in the Kiveriö district of Lahti, a city northeast of Helsinki. It marks TikTok's second major infrastructure project in the country, following its first Finnish data center announced in April 2025, which is being developed by Hyperco in Kouvola with an initial IT capacity of 100 megawatts (MW). The latest investment follows reports that TikTok is scaling back plans to expand its data center footprint in Ireland, where it opened its first European facility in September 2023.
Christian Hannibal, head of public policy for TikTok in Finland, stated, “Finland offers a unique combination of strong digital infrastructure, access to clean and reliable energy, and a highly skilled workforce. That makes it a natural choice as we continue to expand our European infrastructure and strengthen how we protect and store data locally.”
Both Finnish projects are key components of TikTok’s €12 billion ($13.8 billion) “Project Clover,” a pan-European initiative designed to store user data locally and address geopolitical concerns related to its Chinese parent company, ByteDance. While TikTok has not officially named the partner for the Lahti site, Chinese data center firm DayOne is known to be developing a 128MW campus in the same area, with plans announced in August 2025. DayOne, formed from the international unit of GDS, has also invested in Hyperco’s Kouvola project that serves TikTok.
Beyond Finland, Project Clover includes operational facilities in Norway, where TikTok uses three buildings at Green Mountain’s OSL2-Hamar campus, all operational since April 2025. The strategic pivot to Finland underscores a broader trend of hyperscale investment in the Nordics, attracted by renewable energy sources and robust digital infrastructure. Lahti, while less established than Helsinki, is emerging as a data center hub with other projects like a 40MW facility by Polarnode also in development.
This substantial investment highlights TikTok’s ongoing efforts to decouple its data storage operations from geopolitical tensions and build trusted, localized infrastructure for its European user base.
