Paraguay Advances Sovereign Cloud Project with $20 Million Data Center Tender January 23, 2026 The Paraguayan government is taking a decisive step toward digital sovereignty and public sector modernization by advancing a major tender for a national data center. This initiative underscores a growing trend in Latin America, where governments are seeking greater control over data and digital services to enhance security, efficiency, and resilience. The country's ICT ministry has scheduled the receipt and opening of bids for February 9, 2026, following a consultation period that concluded last December. The project, funded by a $130 million financing package from the Inter-American Development Bank (BID), involves the construction and installation of a Tier III modular data center with an estimated budget of $20 million. The core objective is to establish an on-premise private cloud platform capable of delivering a full suite of cloud services—Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and Software as a Service (SaaS)—exclusively to public institutions. The facility must be designed to support an initial maximum capacity of 5 megawatts (MW), with a scalable architecture to accommodate future growth. National energy company ANDE will be responsible for providing the medium-voltage power supply from a nearby substation, including the necessary transformation system. This sovereign cloud infrastructure is poised to significantly reshape Paraguay's digital landscape. By centralizing and securing government data and services, it aims to reduce dependency on foreign cloud providers, improve interoperability across public agencies, and create a foundation for more advanced e-government initiatives.
