Accelerated Infrastructure Capital and ClusterPower Forge Partnership for 800MW AI Data Center Region in Romania December 19, 2025 A major strategic partnership announced this week aims to establish one of Europe's largest AI-focused data center hubs in Romania, signaling a significant shift in the continent's digital infrastructure landscape. As demand for high-capacity computing from artificial intelligence and hyperscale cloud services continues to surge, investors and operators are increasingly looking beyond traditional Western European hubs to markets with available power and land. Accelerated Infrastructure Capital (AIC), a global digital infrastructure investment platform formed by the founders of Chayora, has entered an equity partnership with Romanian operator ClusterPower. The agreement centers on the co-development of a new 800-megawatt data center region across two sites in southwestern Romania. The joint venture will focus on expanding ClusterPower's existing operational facility in Mischii, Craiova, known as MSC1. The plan involves three new development phases that will collectively add more than 500MW of capacity to the site. A second, greenfield campus located approximately 30 kilometers away in Fauresti, designated FRS1, is slated to contribute a further 300MW. The scale of the planned build-out is substantial. The MSC1 campus currently operates at 10MW, with a roadmap to deliver 70MW of ready-for-service (RFS) capacity by the end of 2026. This will be followed by an additional 144MW RFS by end-2027, culminating in a final 288MW phase expected around late 2028 or early 2029, bringing the site's total to 512MW. The Fauresti campus is projected to come online with its 300MW capacity starting in 2029. In statements, the companies highlighted their complementary strengths. "ClusterPower brings the secured land and power to the partnership and its established and operational existing facilities, including an owned onsite substation and onsite power generation," they noted. "AIC is leading on capital structuring and is also leveraging its established relationships and experience." Cosmin Georgescu, CEO and founder of ClusterPower, framed the project as a strategic play for the AI era. "Together with AIC, we are developing one of Europe’s largest AI-focused data center regions, powered by our Nvidia-certified infrastructure, on-site low-carbon energy generation, and proven large-scale delivery expertise," Georgescu said. "Our goal is to position Romania as a strategic hub for AI innovation." Oliver Jones, managing partner and co-founder of AIC, emphasized the critical importance of power availability for hyperscale growth. "We recognise clearly that success will be centred on those locations where immediately available power with hyperscale expansion capacity exists, enabling accelerated deployment and rapid market access - and in Mischii and Fauresti we have exactly that combination," Jones stated. The deal underscores a broader trend of capital flowing into emerging European data center markets. For AIC, which is also involved in a proposed 200MW campus in Ho Chi Minh City, Vietnam, the partnership marks a strategic entry into the European Union. For Romania, the project represents a major step in its ambition to become a key destination for next-generation digital infrastructure, leveraging its geographic position and energy resources to attract leading technology players.
