UK Regulator Ofcom Approves Framework for Direct-to-Device Satellite Services December 10, 2025 The UK's communications regulator, Ofcom, has finalized a regulatory framework that paves the way for the commercial launch of Direct-to-Device (D2D) satellite services across the country. This move positions the UK to become the first nation in Western Europe to deploy this technology, which promises to bridge the digital divide by extending mobile coverage to remote and rural areas. The decision, published this week following a series of industry consultations, allows mobile network operators and satellite companies to collaborate and use existing mobile spectrum bands below 3GHz to provide D2D connectivity. This integration is designed to bolster existing 4G and 5G terrestrial networks. A key technical condition mandates that D2D providers must protect critical 2.7 – 3.1 GHz radar systems used for air traffic control by ensuring aggregate out-of-band noise does not exceed specified thresholds. The framework also includes rules to prevent interference with mobile networks in neighboring countries. David Willis, Ofcom’s group director for spectrum, stated, "Mobile operators are already pressing ahead to make the UK the first nation in Western Europe to have widespread access to this technology, which will see remote and rural areas be better connected than ever before, unlocking opportunities for communities, businesses and economic growth." The regulator also highlighted that the enhanced connectivity would provide greater resilience and access for the UK's emergency services. Major UK telecom operators are poised to launch services following the approval. Virgin Media O2, which partnered with SpaceX's Starlink in October, plans to launch its O2 Satellite service in the first half of 2026. Meanwhile, Vodafone is collaborating with AST SpaceMobile, with commercial services expected to commence early next year. To proceed, operators must now apply for and receive license variations from Ofcom. The UK's move follows the wider rollout of D2D services in Ukraine by telco Kyivstar in partnership with Starlink, marking a significant step in Europe's satellite connectivity landscape.
