Actis Launches $1.5 Billion Data Center Platform Terranova for Latin American Market
December 3, 2025
Global investment firm Actis has launched a new data center platform, Terranova, targeting the rapidly growing digital infrastructure market in Latin America. The move underscores the region's increasing strategic importance as cloud adoption, artificial intelligence deployment, and enterprise digital transformation drive unprecedented demand for reliable, scalable data center capacity.
Actis announced that Terranova plans to invest $1.5 billion over the next three years to develop a portfolio of hyperscale data center campuses, with an initial focus on Brazil, Mexico, and Chile. The platform has already secured land and power agreements totaling up to 1 gigawatt of potential capacity to support its ambitious build-out plans. The first facility, located in the Querétaro region of Mexico, is scheduled to become operational in the first quarter of 2026. This will be followed by new campuses in Campinas, Brazil in 2027 and in Chile between 2027 and 2028.
José Eduardo Quintella, CEO of Terranova and former COO of Brazilian operator Scala, commented on the launch, stating, “Latin America is entering a new cycle of digital infrastructure growth, driven by cloud, AI, and enterprise demand. Our focus is on disciplined growth – building reliable, scalable data centers that earn our clients’ trust through delivery, efficiency, and performance.”
The launch builds upon Actis's existing footprint in the region. Through its NextStream subsidiary, acquired in 2023, Actis already operates 11 data centers across six countries including Mexico, Brazil, Chile, Peru, Argentina, and the United States (Florida). Terranova represents a strategic expansion focused on new, large-scale developments to serve hyperscale customers. Mauricio Giusti, a partner at Actis, highlighted the firm's integrated approach, saying, “Terranova builds on Actis’ proven global track record in both energy and digital infrastructure. We see strong synergies between our existing data center operations in Asia and Terranova’s growth in Latin America. This collaboration allows us to deliver scalable, energy-efficient, and sustainable solutions for global and regional clients.”
The establishment of Terranova signals a significant vote of confidence in Latin America's digital economy. It is poised to intensify competition in the region's data center sector, providing much-needed capacity to support the regional expansion of global cloud providers and the growing computational needs of local enterprises. The platform's focus on secured power and scalable campuses addresses critical bottlenecks for hyperscale development, potentially accelerating the region's integration into the global digital infrastructure landscape.
