The Town of Marana is formally reviewing a substantial application to rezone 600 acres of land for a new data center campus, a project that could transform agricultural fields into a hub for digital infrastructure.
The proposal, submitted by Beale Infrastructure—the firm behind the nearby "Project Blue"—seeks to rezone two 300-acre parcels of land located just west of Luckett Road and southwest of the I-10 and Pinal Airpark Road interchange. The application was filed by the law firm Lazarus and Silvyn on behalf of Fremont Properties, LLC, an affiliate of Beale Infrastructure.
According to town officials, this development was anticipated. In response to earlier inquiries from the industry, the Town of Marana proactively established a dedicated data center ordinance to guide and control such projects.
“The town got in front of this when we started hearing rumblings of data centers looking in on the region,” said Jason Angell, Director of Development Services for Marana. “A couple years ago we started getting inquiries. So we went about and created our own ordinance, did a lot of research on that.”
The ordinance is designed to give the town council significant oversight. “How do we put the council in the driver’s seat to dictate where this use goes in, if it goes in, and how do we best control what it looks like if it does go in in our community,” Angell stated.
The two parcels involved are separately owned; the southern parcel is owned by Kai Family, LLC, while the northern parcel belongs to the LDS Church. The proposed campus, referred to as "Luckett North" and "Luckett South," would be a second air-cooled data center facility planned for the region by Beale. Luckett North would be powered by Trico Electric, and Luckett South would fall under Tucson Electric Power's (TEP) service area.
In a provided statement, Beale Infrastructure confirmed, “At this time, the Town of Marana staff is reviewing our application. Construction is tentatively scheduled to begin later next year.” The overall power consumption for the facility has not been disclosed.
The review process, as mandated by the new ordinance, will include multiple opportunities for public input. This requires the applicant to hold a neighborhood meeting with landowners within 300 feet of the site, followed by public hearings before both the Planning Commission and the Town Council. The Arizona Veterans Memorial Cemetery is located directly across Luckett Road from the proposed site.
“We think we’ve done a tremendous job. Now this is the first application or applications going through it. We’ll see how the process works out, but I feel it will be a good process for the community,” Angell commented.
Barring any delays, the rezoning proposal is expected to be presented to the Town Council for a decision in late January or early February.
