Spanish Mining Conglomerate SAMCA Group to Develop €2.6 Billion Data Center Campus in Zaragoza

October 25, 2025

The SAMCA Group, a Spanish mining and materials conglomerate, has announced plans to develop a major 300MW data center campus in the municipality of Luceni, Zaragoza. The project, named 'Green IT Aragón,' represents a planned investment of €2.6 billion (approximately $3 billion).

The initiative has been officially designated as a Project of General Interest of Aragon (PIGA), a status that facilitates its development. The campus will be powered entirely by renewable energy sourced from seven local wind farms already in operation across Luceni and neighboring towns, including Pedrola, Plasencia de Jalón, and Rueda de Jalón.

According to the plans, the development will be constructed in phases. Work on the first phase, which will deliver 131MW of capacity, is scheduled to commence next year, with an expected launch in 2028. The full build-out of the campus, with a potential total capacity of 300MW, is projected to be completed by 2030.

Founded in 1967, the SAMCA Group has diversified from its core mining operations into renewable energy, agriculture, and real estate. Its foray into the data center market underscores the growing attractiveness of the Aragón region, which is rapidly emerging as a key hub for large-scale digital infrastructure in Spain, challenging the traditional dominance of Madrid and Barcelona.

The area around Zaragoza has seen a surge in such investments. Technology giants Microsoft and Amazon have established significant cloud regions in the region, with Microsoft potentially investing over €10 billion upon full build-out. The campus also joins a growing list of developments by other operators, including QTS, Box2bit, Vantage, Tillion, and ACS, all of whom are building or planning facilities in the vicinity.

This rapid expansion has not been without local opposition. Zaragoza was recently the scene of protests by residents concerned about the environmental and social impact of the proliferating data center developments.

The SAMCA Group's project highlights the continued strategic importance of the Aragón region for the data center industry, driven by factors such as available land, power capacity, and connectivity.
