Moro Hub, a subsidiary of Digital DEWA and the digital arm of the Dubai Electricity and Water Authority (PJSC), has announced a strategic partnership with Rafay Systems, a leading provider of infrastructure and AI workload platforms. The collaboration, formalized on the sidelines of GITEX Technology Week 2025, aims to deliver a sovereign, GPU-powered Platform-as-a-Service (PaaS) to accelerate enterprise artificial intelligence adoption across the region.
The agreement was signed by Mohammed Bin Sulaiman, Chief Executive Officer of Moro Hub, and Mohan Atreya, Chief Product Officer of Rafay Systems.
This joint initiative will provide businesses with on-demand access to a sovereign AI platform powered by the Rafay infrastructure. Through a secure, compliant, and self-service portal, Moro Hub’s customers can leverage high-performance GPU infrastructure, generative AI services, and a catalog of ready-to-use AI applications. The offering is designed with integrated governance, role-based access controls (RBAC), and comprehensive cost transparency.

This synergy allows enterprises and government entities to deploy next-generation AI capabilities without the operational overhead, enabling them to focus on innovation, efficiency, and unlocking new business value while adhering to stringent regional data sovereignty laws.
