AWS withdraws plans for third data center campus in Louisa County, Virginia

Follows pushback from county residents


Amazon Web Services (AWS) has withdrawn plans for a third data center campus in Louisa County, Virginia.


In a letter to county leaders, the cloud giant wrote on July 23 that, after feedback from the community, it would reevaluate the project.


The campus was planned for land located just north of the Northeast Creek Reservoir between the Davis Highway and Jefferson Highway, and close to Kennon Road and School Bus Road.


Amazon added that it “appreciate[s] the desire for more robust input in any future projects that may be brought forward in the county, and we are confident that this is a goal that can be accomplished.”


As reported by ABC8 News, the company had received strong pushback from the community during a series of public meetings, with concerns surrounding light pollution, air quality, and noise levels.


While AWS is now reevaluating, it has not been stated whether the company will revisit developing a third location in the county. DCD has contacted AWS to ask if plans may be resubmitted.


The campus had been in the works since May 2025, when AWS filed a "Conditional Use Permit" for land in Louisa County's Technology Overlay District for up to 7.2 million sq ft (668,901 sqm) of data center space on 1,370 acres of land.


The company had not shared how many data centers it aimed to develop on the site, but was proposing up to seven substations. The data center buildings were estimated to be at least 850 feet from the nearest residence.


Speaking on the project, Louisa County supervisor Duane Adams said: “I think we need to stay the course, slow down, pump the brakes and see how that impacts our county."


He added: "This proves, by this withdrawal, that when citizens get involved, they can have an impact on the local government.”


AWS is already developing two data center campuses in the Louisa County Technology Overlay District.


The company revealed plans for two campuses, promising total investment of $11 billion by 2040, in August 2023.


Amazon filed to develop a 153-acre campus in Louisa County in September 2023. The Lake Anna Tech Campus, located east of the intersection of Haley Drive and Kentucky Road, would feature up to seven data center buildings totaling 1.7 million sq ft (157,935 sqm) as well as two substations.


The other was filed for in November 2024 and will span around 374 acres of land on the other side of Jefferson Highway from this latest proposal, and house ten 382,000 sq ft (35,490 sqm) data center buildings.


Louisa’s Technology Overlay District was established in 2023. It aims to promote the development of technology centers in areas of the county where existing or proposed infrastructure could support them. It covers six land parcels, offering hundreds of acres mostly located in the center of the county.


In February 2025, DCD exclusively revealed that AWS was aiming to develop a data center in each county between Northern Virginia and the city of Richmond.
