$2bn earmarked for Germany, $1bn for the Netherlands
Oracle plans to invest a combined $3 billion in AI and cloud infrastructure in Germany and the Netherlands over the next five years.
Revealed by the cloud provider in two separate statements, $2bn has been earmarked for Germany, while $1bn will go to the Netherlands.
The investment in Germany will focus on expanding AI infrastructure capacity in the Oracle Cloud Frankfurt Region.
Germany's Federal Minister for Digital Affairs, Karsten Wildberger, said: "Oracle's strategic investment underscores that Germany is an attractive location for digital innovations and investments. The growing demand for cloud solutions shows that the digital transformation in our country is progressing well.
"We are pleased about increasing investments, both from Germany and internationally, and expressly welcome this investment. It strengthens our digital infrastructure and enables companies and public authorities to benefit from state-of-the-art AI and cloud technologies."
"With our plans to invest two billion US dollars in AI infrastructure and cloud computing over the next five years, we are helping organizations across Germany accelerate their AI and cloud transformation," added Thorsten Herrmann, SVP and country leader of Oracle Germany. "We also support the German government's goal of strengthening Germany as a center for AI investment and innovation in Europe. With this investment, Oracle reaffirms its commitment to helping organizations of all sizes and across all industries in Germany use AI to drive innovation, build resilience, and unlock new productivity and growth potential."
In addition, the investment will enable Oracle to increase the cloud computing capacity to meet the need for sovereign cloud and AI services in the German public sector and other strategic industries.
Oracle Database@Azure and Oracle Database@Google are both available in Germany - offered out of Google's Frankfurt region and Microsoft's Germany West Central region. Microsoft will add the offering to its Germany North region in the future.
Meanwhile, in the Netherlands, the $1bn investment will be used for a "significant expansion" of AI infrastructure capacity in Oracle's Amsterdam region.

The investment we're announcing today—which includes a significant expansion of OCI's AI infrastructure capacity—underscores our continued commitment to supporting organizations in the Netherlands, regardless of size or sector. This includes the thriving startup and SME sectors. With this step, we aim to enable innovation in data and AI and contribute to greater productivity, resilience, and sustainable growth."
In May of this year, Oracle Cloud was said to have suffered an outage at its Frankfurt region, while backup to the Netherlands Northwest region in Amsterdam also failed. Oracle is a known customer of Equinix in Frankfurt, hosting its Germany-based EU Sovereign Cloud region with the company. Equinix has at least nine data centers in the Frankfurt region.
