On November 9, under the vigorous promotion of the Department of Industry and Information Technology of the Autonomous Region, Jilan (Shaanxi) Technology Co., Ltd. (集澜（陕西）科技有限公司) and the People's Government of Zhongwei City successfully signed a strategic cooperation agreement for the Jilan Technology Big Data Center Project.

In 2022, the "Eastern Data Western Counting" project was officially launched, Ningxia was included in the eight hub nodes of the national integrated computing power network, and Zhongwei City was included in the top ten data center clusters. Based on its unique advantages in location, climate, and resources, Ningxia has become a strategic location for the national computing power industry. Jilan Technology (集澜科技) has fully understood the advantages of the "dual nodes" of Ningxia Hub and the National New Internet Exchange Center through on-the-spot investigations and multiple discussion, and decided to build a data center project in the western cloud base.

The estimated total investment of the project is 8 billion yuan, and the planned land area is about 280 mu. It will build a data center and a big data platform for the agricultural industry chain. The project will be constructed in three phases. The investment in the first phase of the project is about 3.5 billion yuan; the investment in the second phase is about 3 billion yuan; the investment in the third phase is about 1.5 billion yuan. In the third phase, a total of 20,000 racks with a capacity of 8Kw and 5,000 high-density racks with a capacity of 30Kw were deployed.

The signing of the Jilan Zhongwei Big Data Center project will play a positive role in promoting the construction of a national green data center cluster in Ningxia Zhongwei, the creation of a national integrated computing power network Ningxia hub node, and the establishment of a national demonstration base of "Eastern Data and Western Computing".
