East Data West Computing - Chongqing Cluster: Two Data Center Has Started the Construction

In Q1, the National Development and Reform Commission and other departments agreed that the Chengdu-Chongqing region will start the construction of a national hub node for a national integrated computing power network, and set up a cluster of Tianfu data centers and a cluster of Chongqing data centers.

Recently, the IDC Quan has learned that Chongqing is accelerating the deployment of computing power centers on the basis of its 90,000 rack support capacity. The city’s planned computing power exceeds 1200P. Jiangnan data center and other projects have started successively. Projects such as the Western (Chongqing) Science City Advanced Data Center and China Mobile's Chengdu-Chongqing Jiangnan Data Center have been started successively.

The Role of Chongqing in “East Data West Computing”

According to the approval of the National Development and Reform Commission, the Chengdu-Chongqing hub will plan to establish a cluster of Tianfu data centers and a cluster of Chongqing data centers. Among them, the starting area of Chongqing data center cluster is Shuitu New Town of Chongqing Liangjiang New District, Bishan Area of Western (Chongqing) Science City, and Chongqing Economic and Technological Development Zone.

Tianfu and Chongqing data center clusters should meet the development requirements of new data centers, start the construction of starting areas as soon as possible, and gradually implement key construction projects. The main body of the project is, in principle, the backbone enterprises in data center-related industries, and supports the development of large and super-large data centers. The construction content covers the construction of green and low-carbon data centers, the improvement of network service quality, the efficient scheduling of computing power, and the improvement of security assurance capabilities. Planning, site selection, funding and other conditions.

Tianfu and Chongqing data center clusters should quickly complete the construction goals of the start-up area, including the average data center availability rate of not less than 65%. PUE within 1.25, and the utilization rate of renewable energy should be significantly improved.

Planning Computing Power of 1200P, Chongqing’s Formula

According to the Chongqing Big Data Development Bureau, up to now, Chongqing has the support capacity of 90,000 racks and 450,000 servers, with an average annual growth rate of 45%, ranking seventh in the country.

Taking Liangjiang New District, which is included in the starting area, as an example, 10 data centers have been gathered. In 2021, China Mobile (Chongqing) Data Center Phase II, China Telecom Liangjiang Tenglong Data Phase II, and Wanguo Data Center will be put into operation one after another, with a cumulative cabinet capacity of 28,000, which can accommodate 390,000 servers. In addition, four continuation projects of Tencent Western Cloud Computing Data Center Phase II, China Unicom Southwest Data Center Phase III, Chongqing Cable Smart Radio and Television Data Center Phase I, and Liangjiang Cloud Computing Phase II are progressing.

Since the official launch of the “East Data and West Computing” project, Chongqing has accelerated the deployment of computing power centers and built a national hub node for a national integrated computing power network. The city’s planned computing power exceeds 1200P, and a number of data center projects have been implemented and started.

Western (Chongqing) Science City Advanced Data Center

On February 25, Western (Chongqing) Science City Advanced Data Center construction started. The total investment of the project is not less than 2 billion yuan, covering an area of 20 acres. It will build and install 144 ultra-high-density liquid-cooled racks and 208 air-cooled racks. After completion, it can provide a total of 723,000 domestic high-performance X86 processors. Core, 9720 general computing nodes and 1800 intelligent computing nodes of 1760 domestic high-performance computing accelerator cards.

China Mobile Chengdu-Chongqing (Chongqing) Jiangnan Data Center

Recently, China Mobile's Chengdu-Chongqing (Chongqing) Jiangnan Data Center project has entered the substantive implementation stage, and the first-phase electromechanical solution has passed the review of China Mobile Communications Corporation.

The first-phase construction project of China Mobile Chengdu-Chongqing (Chongqing) Jiangnan Data Center includes two four-story standardized computer rooms, one two-story power center, one four-story maintenance support room, guard room, etc., with a construction area of about 51,500 square meters. The first phase of the project can provide more than 6,600 racks during the "14th Five-Year Plan" period, forming a computing power capacity of at least 128P. The designed PUE value of the data center is as low as 1.23, and technologies such as Panamanian power supply, HVDC, solar photovoltaic, cold plate liquid cooling, AI intelligent PUE value optimization, and intelligent inspection are widely used.

The "14th Five-Year" Development Plan for Digital Economy (2021-2025) issued by Chongqing proposes to build a national hub node of a national integrated computing power network relying on the western (Chongqing) data center cluster. By 2025, the scale of the city's standard racks will reach 500,000, the overall availability rate will be >75%, and the PUE (an indicator for evaluating data center energy efficiency) will be ≤1.3.
