Chindata & East Data and West Computing

Recently, the National Development and Reform Commission, the Central Cyberspace Administration of China, the Ministry of Industry and Information Technology, and the National Energy Administration jointly issued a notice agreeing to start the construction of a national computing power hub node in eight places including the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, Chengdu-Chongqing, Inner Mongolia, Guizhou, Gansu, and Ningxia, and planned 10 national data center clusters. So far, the overall layout design of the national integrated big data center system has been completed, and the “East Data and West Computing” project has been officially launched. As another important strategic project in China after the "South-to-North Water Diversion", "West-to-East Electricity Transmission" and "West-to-East Gas Transmission", "East Numbers and West Calculations" is important for opening up the digital economic artery between the East and the West, building an economic cycle, and achieving green development. It plays an important supporting role in the coordinated development of the digital economy in the east and the west.


As a ultra-large-scale computing power infrastructure operator with strategic forward-looking and advanced vision, Chindata is also the first in the industry to commit to realizing 100% of its own computing power parks around the world using green energy by 2040.


In Beijing-Tianjin-Hebei, Zhangjiakou data center cluster is planned to be established, and it will start from Huailai County, Zhangbei County, and Xuanhua District in Zhangjiakou City. This data center cluster will actively undertakes real-time computing power needs in Beijing and other places. According to data,  Beijing's digital economy in 2020 has grown by 1.44 trillion yuan, accounting for 40% of GDP. Since Chindata entered Zhangjiakou in 2017, it has rapidly deployed a new generation of super-large computing power infrastructure clusters in line with the development of Beijing-Tianjin-Hebei. In the past five years, Chindata has taken root in Hebei and landed in Zhangjiakou, walking along with the regional economy.

Up to now, the Chindata total IT capacity of operation, under construction and future planning in Zhangjiakou has reached 500MW, of which the operational part is already the data center cluster with the largest IT capacity in operation in Zhangjiakou area. Qinhuai Data's data centers that have been put into operation in the Zhangjiakou area have an average operating PUE of 1.17, an on-shelf rate of 90%, and a renewable energy use ratio of over 51%. Relying on the strength of Chindata Data, it has guided many industry customers and upstream and downstream enterprises in the industry chain to gather in Zhangjiakou, realizing the sustainable and healthy development of industrial mutual synergy, and jointly helping Zhangjiakou data center cluster to form an international leader of the world's best computing power center location destination.

Qingyang City, Gansu Province is listed as a national hub node of the national computing power network. It is positioned to create a green, intensive and secure data center cluster, focusing on serving the computing power needs of Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area and other regions. As early as 2020, Chindata started the inspection and selection of computing power infrastructure for the western region. During this period, it established a good cooperative relationship with Gansu Province and Qingyang City, and joined "East Data and West Computing" industry alliance in September 2020. Chindata Group actively participated in the preliminary planning and construction of the Chindata hub node, combined with the company's own construction and operation experience in the data center industry, in the process of participating in the national hub node application process in Qingyang City, Gansu Province, in the hub node construction planning scheme. It has provided reliable intellectual support in the aspects of compilation, development and utilization of new energy resources, energy consumption index support plan for “East Data and West Computing”, zero-carbon data center construction, and big data industrial park construction.

Chindata plans to build 300 acres of land in Qingyang in the next 3-5 years, and build a super-large computing power infrastructure cluster with a total of 15,000 cabinets and an overall IT capacity of 150MW in batches. At the same time, in response to the country's call for energy-saving and low-carbon construction of hub nodes, Chindata will give full play to its advantages in the field of green renewable energy, relying on the local abundant renewable and clean energy such as wind, light, natural gas, etc. The development of renewable energy based on the integration of load and storage, realizes the ultimate goal of "zero carbon" computing infrastructure, and effectively improves the utilization efficiency of renewable energy in Gansu Province and the level of green and low-carbon development of the digital economy. In addition, Chindata will make full use of its own capital, technology and mature ecological development model, and actively drive ecological partners to participate in the investment and construction of the Qingyang hub node in Gansu.
