China 14th Five-Year Plan, Clarifies the Construction of Big Data Centers, and Operators’ New Digital Infrastructure has a Promising Future.

The newly released "14th Five-Year Plan" clearly proposes new infrastructure for the system layout and speeds up the construction of fifth-generation mobile communications, industrial Internet, and big data centers.

 

Supported by supportive policies and the booming digital economy, the new infrastructure of data centers has unprecedented development opportunities. In the construction of new data center infrastructure, operators, as the backbone, have accelerated the deployment of new smart data centers, and cloud collaboration capabilities to build the solid foundation for the digital economy.

The national strategy - Data Center New Infrastructure

In the "14th Five-Year Plan", the construction of big data centers was mentioned together with 5G and industrial Internet, and it became an important indicator in the future national strategy. In fact, this is not the first time that the new data center infrastructure has been mentioned at the national level. On 4th March 2020, the national decision-makers clearly raised requirements for accelerating the construction of new infrastructure such as 5G networks and data centers. The "Opinions on Building a More Complete Market-based Allocation System and Mechanism for Factors" issued in April put data into production factors for the first time.

The new infrastructure of the data center has also received widespread attention from all over the world. Shandong proposed to build a "China Computing Valley"; Zhejiang proposed to build about 25 large and super large cloud data centers within three years; Shanghai plans to build five cloud computing data centers in Lingang New District within three years; The 2020 “Digital New Infrastructure” released in August by Hunan Provincial Department of Industry and Information Technology, big data projects accounted for 21 in the 100 iconic project list.

 

Operators actively promote the implementation of data centers

In fact, except for Ali, Tencent, and Huawei, others are also accelerating the deployment of data centers through self-built, co-built, and leasing methods to meet incremental market demand. In the wave of new infrastructure for data centers, operators are an indispensable backbone force.

China Telecom is accelerating the construction of big data centers. The cloud computing and big data projects directly managed by the group will be focused on this year. The total scale is about 884,000 square meters and the investment scale is about 4.5 billion yuan. It will focus on Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong to promote the construction of a large number of key data center projects in key areas such as the Hong Kong-Macao Greater Bay Area and the 4 key areas of Shaanxi, Sichuan and Chongqing. China Telecom has taken the lead in building a "2+31+X" cloud network infrastructure nationwide. It currently has 315 cloud resource pools across the country, and its IDC business ranks first in the country.

China Unicom strives to build a smart cloud data center, and currently has four bases: Langfang Cloud Data Center, Guian Cloud Data Center, Hohhot Cloud Data Center, and Harbin Cloud Data Center.

China Mobile is also accelerating the "3+3+X" data center layout and building three data centers in the "Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao" bay area. On 28th October, China Mobile's Guangdong-Hong Kong-Macao Greater Bay Area (Huizhou) data center started. The project plans to complete the first phase of investment of 4 billion by 2022, with a total investment of 15 billion in 10 years.

Broad prospects for new infrastructure of operator data centers

At present, my country’s economy and society are accelerating the digital transformation, which requires strengthening new infrastructure and promoting the upgrading of data centers. The three major operators have accumulated user data for many years, such as user online behavior, user communication behavior, and user consumption behavior. With structured data such as business, operators have a lot to do in expanding the big data industry.

For individuals, operator big data brings convenience to individuals. During the epidemic this year, the three major operators launched telecommunications big data services for personal inquiries. With user authorization, based on telecommunications big data analysis, they will provide users with the service of "visiting places within 14 days". For the industry, the current big data of operators is also widely used in the financial and tourism industries. For example, China Telecom cooperates with Citibank, relying on its own data and integrating financial consumption data to help Citibank expand the development of high-quality customers, provide a series of big data practice and financial technology product application services in terms of existing customer management, innovation, and credit investigation.

The data shows that the operator’s big data accurate customer acquisition service can help each company save 30%-50% of the total promotion cost on average, and effectively increase the customer acquisition rate by about 15%-30%. In the education, real estate, automobile and other industries There are broad application prospects.

For the government, big data operators also contribute to the construction of smart government. In Tianshui, Gansu, China Telecom's big data analysis helped Tianshui issue tens of millions of consumer coupons to promote consumption replenishment and release consumption potential in Tianshui City.
