Where China Data Center Goes As Tier-I Cities Fading Away

On September 26,2018,Beijing Municipality Government released the New Industry Prohibition and Restriction Catalogue,banning new and expanded data centers for internet data service,information processing and storage supporting(except for those cloud computing data center lower than 1.4 of PUE)across the whole city,and banning new and expanded data centers in downtown area.


On January 1,2019 Shanghai Municipal Commission of Economy and Informatization released the guideline on data center construction,stipulating the new data center lower than 1.3 of PUE and upgraded data center lower than 1.4 of PUE.


On April 12,2019,Development and Reform Commission of Shenzhen Municipality released the notice on data center energy-conservation,regulating varied supporting for the newly generated power consumption technical guidance and monitoring on PUE.Data centers lower than 1.4 of PUE could enjoy supporting subsidiary for 40%of the newly generated power consumption.


With the new policies and regulations on data centers in Beijing,Shanghai and Shenzhen,tier-I cities are not hot spot for database constructions now.Under the rapid development of IoT,big data and AI,it’s explosively booming data trend,and data center is playing the more and more important role for internet and cloud computing,thus where is the data center wave blowing?Where is the new hot spots for data center industry?

As the eighth national new area,the New Area between Guiyang and Anshun was designated by the State Council to build up the crucial growth pole in Southwest China.Upon the big data initiative of Guizhou Province,the New Area between Guiyang and Anshun has developed into the core area of South China data center,the aggregation region of big data industry and the demonstration plot on big data application and innovation on big data,the demonstration region of integration development with big data and service trade,the big data entrepreneur demonstration base and the big data intelligence education and training base.


Referring to data center development,the natural conditions act as competitive here:cool climate,stable geological structure,annual temperature of 14℃,which are obviously advantageous for setting up power-consuming data center.Besides,Guizhou is rich in hydroelectric and water resources as well as cheap electricity and many caverns at constant temperatures,which could provides stable hydroelectric and water cooling support.

225km distance on the north part of Beijing,owing favorable geological conditions,and annual temperature of 2.6℃,Zhangbei is a natural heat dissipation ground,could save over 46%cost of cooling for data center operations.The clean air could greatly reduce the operation cost to extend the server’s working period.In terms of power supply,Zhangbei is enormous in in wind power and solar photovoltaic power.For the cables,two national cables connect Zhangbei and Beijing,diminishing the network transmission to zere latency.


Besides,on the basis of big data industry,local authority provides great support for favorable price on land,electricy and subsidiary supporting as well as taxation,forging up the green data center hub in North China,which laid a profound foundation.


At present,Alibaba has constructed its data center here.Moreover,the Beijing Winter Olympic Data Center has unveiled the name plate officially,which uses local wind power,solar power to reduce 59%of power consumption,becoming the first demonstration site with PUE lower than 1.2.


In a word,the tier-I cities are conveying farewell to the data center hot spot.Currently,the China data center is transferring from the developed areas to the Middle and West China upon national policies and related factors.How it will develop in the Middle and West China for data center industry,let’s watch.
