On the morning of August 24th, the 17th China IDC Industry Annual Ceremony Yangtze River Delta Forum (IDCC2022 Yangtze River Delta Forum) hosted by China IDC Industry Annual Ceremony Organizing Committee and undertaken by China IDC Quan and Yangtze River Delta Information Intelligence Innovation Research Institute was held in Suzhou Hilton Hotel.


The conference attracted many industry scholars, industry experts, executives of leading companies and other guests to discuss the development of the computing power industry in the Yangtze River Delta region, so as to promote the construction of the "East and West" project and accelerate the digital transformation of thousands of industries.

Time flies, now it is the summer of August. After a year, the IDCC Yangtze River Delta Forum and everyone gathered in the beautiful Suzhou City to seek industrial development with all sectors of the industry and discuss the new energy of the IDC industry. Here, on behalf of the host, I would like to express my sincere welcome and heartfelt thanks to all the guests!


In the past year, with the rapid development of the digital economy, the scale of the national digital economy industry has reached 45 trillion, accounting for 39.8% of GDP, becoming the mainstream of China's economy. The data center industry, which is the foundation of the digital economy infrastructure, has also ushered in the development of the energy in IDC industry, the scale of the IDC industry and the industrial development model have also undergone great changes, especially the demand of the industry has also shown structural changes in hot and cold.

 

The Yangtze River Delta region, as a national digital economy development pioneer area, has made remarkable achievements in digital development and regional driving role. It is at the forefront of the country in five aspects: digital industrialization, industrial digitization, digital governance, data value, and digital trade. According to statistics, in the first half of 2022, under the influence of the pandemic, the added value of Shanghai's information transmission, software and information technology service industries increased by 5.3% year-on-year; Zhejiang Province's core industries of digital economy increased by 14.3%; from January to May, Jiangsu Province's software and information The operating income of the technology service industry, the Internet and related service industries increased by 10.3% and 24.1% respectively. It plays a supportive role in the regional economy.

 

 


In terms of infrastructure, according to statistics from KZ Consulting, the IDC market in the Yangtze River Delta region will reach 33.65 billion yuan in 2021. It is estimated that by 2026, the size of the IDC business market in the Yangtze River Delta region will reach 67.23 billion yuan. It is the largest data center market in China except for the Beijing-Tianjin-Hebei data center market. Therefore, cultivating and releasing new concepts, new paths, and new energy of the Yangtze River Delta computing power node cluster, and improving the data center layout and industrial structure in the Yangtze River Delta are of great significance for promoting the development of the digital economy in the Yangtze River Delta region and accelerating the digital transformation of the eastern region of the country.

 


This year, in the process of integrated development in the Yangtze River Delta region, the confirmation and establishment of the Yangtze River Delta hub node of the national "Eastern Data and Western Computing" project provides an industrial and market foundation for the construction of the computing power network, and is also a new opportunity for the data center industry.


At the policy level, since the first half of this year, many provinces, cities and regions in the Yangtze River Delta have issued a number of regulations and plans related to hub nodes and computing power, including programmatic documents, as well as specific data center construction and renovation, computing power. strength development goals, etc. For example, in March, the Anhui Provincial Development and Reform Commission and other 12 departments jointly issued the "Anhui Province Action Plan for Promoting the Steady Growth of the Industrial Economy", which proposed to accelerate the construction of the Wuhu data center cluster, a national hub node in the Yangtze River Delta of the national integrated computing power network, and support the development of large-scale, super-large data centers. large data centers; In June, the "New Data Center "Hashpower Pujiang" Action Plan (2022-2024) issued by the Shanghai Municipal Communications Administration planned the multi-dimensional computing power coordination system and total computing power for Shanghai data center computing power supply. In July, the Executive Committee of the Yangtze River Delta Demonstration Zone, together with the market supervision departments of Shanghai, Jiangsu Province and Zhejiang Province, jointly issued the "Implementation Plan for Accelerating the Construction of the Yangtze River Delta Green Certification Pilot Zone in the Yangtze River Delta Ecological Green Integrated Development Demonstration Zone". It will support the construction of the starting area of the national hub node in the Yangtze River Delta, a national integrated computing network, and open up cross-industry, cross-regional, and cross-level computing resources; actively promote the construction of a new national Internet exchange center, promote the opening and sharing of network resources, and serve enterprises to reduce the cost and increase efficiency.

 


From the perspective of industry and demand, computing power is deeply integrated into the manufacturing, transportation, education, finance, media and other industries in the Yangtze River Delta region, and has covered 45 industries in the national economy. The digitalization of these industries is on the rise, and they need to meet the Industry-specific computing power supply and data center facilities, and will continue to put forward higher requirements for data center facilities to improve computing power and computing efficiency, and ultimately form a perfect computing power industry chain that can be continuously innovated according to actual needs. Like water and electricity, computing power will become an essential part of people's production and life.

 

Under the background of the national integrated computing power network layout and the integrated development of the Yangtze River Delta, the construction of data centers in the Yangtze River Delta region has shown two clear trends:

 


The first major trend, incremental data center is to empower the industry as the main development purpose

 


As the engine of the eastern economy, the Yangtze River Delta has leading advantages in finance, industry, manufacturing and other fields. However, in the era of consumer Internet, the main service objects of data centers are not local companies. According to statistics, in 2021, the total scale of natural cabinets in data centers in the Yangtze River Delta region will be 365,000, but less than 40% of them are localized. In the planning of the "Eastern Data and Western Calculation" project, two data center clusters have been set up at the Yangtze River Delta hub node, which are the integrated development demonstration area data center cluster and the Wuhu data center cluster. Specific plans and guidance were put forward for the empowerment of industries such as finance, industry, and manufacturing. In the future, the data center facilities in the Yangtze River Delta will be closely integrated with these local industrialization development, actively adapt to industrial needs, and develop towards intelligence, isomerization, and segmentation.

The second major trend is that data centers are mainly constructed with high computing power

  

In the relevant policies issued by the three provinces and one city in the Yangtze River Delta, requirements for high computing power and high computing efficiency are put forward, especially in terms of data center construction guidance, the minimum power limit of a single rack has been raised to 6kw or even 8kw. It provides a basis for accommodating higher power servers and providing more powerful computing power. For data center enterprises, the construction of high computing power and high density data centers can also greatly reduce land and space costs. Today, with the overall progress in chip, power supply, cooling and other technologies, providing high computing power data centers will become the best choice and the most competitive development direction for third-party IDC service providers.


At the same time, high computing power must solve the problems of high energy consumption. The construction of the Yangtze River Delta hub in the "Eastern Data and West Computing" project clearly requires the PUE of the data center in the cluster to be less than 1.25, and to increase the utilization rate of renewable energy. We have seen measures such as shutting down and relocating old data centers, promoting green and low-carbon levels, encouraging the use of clean energy, strengthening technological innovations and applications for energy storage and liquid cooling, and building carbon trading markets, They are aiming at promoting the sustainable development of high computing power in the Yangtze River Delta.
