Would be company's third campus in county
Amazon is proposing a third data center campus in Louisa County, Virginia, for use by Amazon Web Services (AWS).
As reported by local newsletter Engage Louisa, the campus would be located in Louisa County's Technology Overlay District, and would house up to 7.2 million sq ft (668,901 sqm) of data center space on 1,370 acres of land.
The land is located just north of the Northeast Creek Reservoir between the Davis Highway and Jefferson Highway, and close to Kennon Road and School Bus Road.
The plot is currently zoned for agricultural use, and owned by Louisa District Supervisor Eric Purcell, his sister, Virginia Purcell, and their father, attorney and developer Charles Purcell, via Fisher Chewning, LC.
Amazon is seeking a "Conditional Use Permit" (CUP) to allow for the development of a data center, utility service major facility, water treatment plant, sewage treatment plant, water storage tank or tower, telecommunications tower, an energy generating facility, and other associated buildings.
The CUP is required as the Louisa County Board of Supervisors changed rules for the Technology Overlay District, requiring a public approval process. The CUP will mean that Amazon must take part in a public hearing with the board. A neighborhood meeting is planned for June 11, with the planning commission set to consider the application in a July 10 meeting
The number of data center buildings planned has not been shared, but Amazon is proposing up to seven substations. The data center buildings must have a 300-foot setback and vegetated buffer from residential land, and the application estimates this will actually be around 850 ft from the nearest home.
The expected power draw or water usage from the data center is not detailed in the application, though with seven substations, it will likely be significant.
The project would be constructed in a minimum of four phases.
According to the CUP application, every 250,000 sq ft (23,225 sqm) of data center buildings will see $330 million in "real property investment" and $670 million in data center equipment. If a total of 7.2 million sq ft (668,901 sqm) of data center space is developed, this could total $28.8 billion in investment.
In addition, per 250,000 sq ft constructed, Amazon estimates it will generate an annual $4-5 million in gross tax revenue.
AWS is already developing two data center campuses in the Technology Overlay District.
The company revealed plans for two campuses, promising total investment of $11 billion by 2040, in August 2023.
Amazon filed to develop a 153-acre campus in Louisa County in September 2023. The Lake Anna Tech Campus, located east of the intersection of Haley Drive and Kentucky Road, would feature up to seven data center buildings totaling 1.7 million sq ft (157,935 sqm) as well as two substations.
The other was filed for in November 2024 and will span around 374 acres of land on the other side of Jefferson Highway from this latest proposal, and house ten 382,000 sq ft (35,490 sqm) data center buildings.
Amazon already has a significant presence in Northern Virginia and continues to expand in the area. In addition to facilities in Loudoun and Fairfax Counties as well as Prince William, the company is making moves to establish data centers in Fauquier, Culpeper, King George, Spotsylvania, and Caroline Counties.
In February 2025, DCD exclusively revealed that AWS was aiming to develop a data center in each county between Northern Virginia and the city of Richmond.
Louisa’s Technology Overlay District was established in 2023. It aims to promote the development of technology centers in areas of the county where existing or proposed infrastructure could support them. It covers six land parcels, offering hundreds of acres mostly located in the center of the county.
