South Korean cloud giant Naver has made a strategic investment in Panthalassa, a US-based startup developing offshore wave-powered floating data centers, as part of its push to strengthen competitiveness in next-generation AI infrastructure powered by renewable energy. The financial terms of the deal were not disclosed, and Naver did not respond to requests for further details at the time of publication.
The investment underscores a broader industry shift toward alternative energy sources for data centers, which are facing mounting pressure to reduce carbon footprints while meeting surging demand from AI workloads. Panthalassa, headquartered in Washington, is developing a floating data center platform called Ocean-3, an autonomous, self-propelled unit designed to harvest clean wave energy to power a modular AI data center. The system generates electricity by capturing the motion of ocean waves, forcing water through an internal turbine as the platform rises and falls.
What sets Ocean-3 apart is its complete independence from land-based infrastructure. The platform has no anchors or cables connecting it to the seabed or shore, operating as a fully self-contained unit. Instead of relying on undersea cables for data transmission, Panthalassa says it can beam compute results back to land via satellite. The company claims that, if scaled, the platform could offer a clean and cost-effective alternative to terrestrial data centers, with power generation costs potentially falling as low as $0.02 per kWh—far below typical grid prices in most markets.
Panthalassa plans to deploy the Ocean-3 platform for testing later this year, with commercialization targeted for 2027. The startup is not alone in exploring offshore data center concepts. Floating wind firm Aikido recently entered the space with its own integrated offshore wind and modular AI data center platform, signaling growing interest in marine-based infrastructure solutions.
For Naver, the investment aligns with its broader sustainability and infrastructure strategy. The company operates three data centers in South Korea, including a multi-region public cloud via Ncloud and its on-premise Neurocloud service. In November, Naver announced an expansion of its Sejong facility to 270MW, with completion expected by 2029. In April, it signed a 25-year wind power purchase agreement with South Korean renewable energy firm GS Wind Power to supply its data centers in Sejong and Chuncheon.
The move into wave-powered data centers reflects a growing recognition among cloud providers that securing clean, reliable power is as critical as advancing chip and cooling technologies. If Panthalassa's platform proves viable, it could open a new frontier for data center deployment in coastal regions, bypassing land constraints and grid bottlenecks while offering a renewable energy source that operates around the clock.
