Egypt is intensifying efforts to position itself as a regional digital infrastructure hub, with the government engaging US data center developers and newly launched Cairo-based firm Heca Data to explore the establishment of an integrated zone for hyperscale facilities and artificial intelligence in the country.
Egypt's information technology minister, Raafat Hindi, met with a delegation of US data developers and representatives from Heca Data on September 3 to discuss cooperation opportunities for the project. During the meeting, Hindi emphasized that Egypt seeks to expand international partnerships with data center and digital infrastructure companies to reinforce its standing as a regional hub for the industry.
The minister noted that the rapid advancement of AI technologies is generating growing demand for advanced digital infrastructure in Egypt and welcomed targeted investments to support these developments. "Egypt is working to develop an integrated ecosystem capable of accommodating this growth and providing an environment conducive to expanding advanced digital services, thereby strengthening its capacity to host and process data and serve companies and institutions in Egypt and the region," Hindi said.
According to the State Information Service, the discussions covered cooperation opportunities for Heca Data's project and explored how Egypt's strategic location, fiber-optic networks, submarine cables, and expanding pool of technology professionals could be leveraged. The delegation voiced interest in strengthening cooperation with the Egyptian government and advancing the studies and processes required to establish the project.
Heca Data was launched this year and has already signed a Memorandum of Understanding with the Egyptian Electricity Transmission Company to study power requirements for a hyperscale data center project. In September, Heca Data's CEO, Ahmed El Hefny, officially announced the company on social media "after months of working quietly behind the scenes in stealth mode." El Hefny stated, "The journey is still long, but the goal is clear: turn Egypt into a global hub for digital infrastructure."
Egypt is pursuing an ambitious national data center strategy aimed at establishing itself as a major regional digital hub, linked to the country's Digital Vision plan to modernize through digital transformation and skills development. In June, the government approved a $400 million data center license to the new digital arm of construction group Hassan Allam to operate data centers and provide cloud computing services.
The proposed integrated zone would represent a significant step in Egypt's efforts to attract hyperscale investment and build the digital infrastructure needed to support AI workloads and cloud services across the region. If realized, the project could strengthen Egypt's competitiveness against other regional data center markets and attract further international investment into the country's digital economy.
