Gigawatt-Scale Data Center Campus Planned Outside Atlanta, Georgia

A massive data center campus with up to 1.25GW of total capacity is being planned just south of Atlanta, Georgia, signaling the continued surge in demand for hyperscale computing infrastructure. The project, named Stillwater Technology Park, is being developed by Stillwater Development, LLC, which has filed a development of regional impact application with Georgia’s State Department of Community Affairs for the site in Lovejoy, a city in Clayton County roughly 25 miles (40 km) south of downtown Atlanta.

According to the application, the campus could span approximately 400 acres at 11760 Panhandle Road and include up to 15 buildings, each totaling 321,000 sq ft (29,820 sqm). At full build-out, the entire development would reach 3.465 million sq ft (321,910 sqm) of data center space. Two on-site substations are also planned to support the energy-intensive facilities. Central Georgia EMC has been designated to provide the grid connection, which is expected to deliver up to 1.25GW of capacity.

The first phase of the project is targeted for completion by 2031, and the overall development could be valued at up to $13 billion. Stillwater Development, part of the Stillwater family of companies, specializes in land selection and development services; its website lists primarily residential community projects historically, making this foray into data center development a significant shift. The company first filed with the city of Lovejoy to rezone the property in December 2025.

The campus comes at a time when Clayton County is under a data center moratorium that pauses any applications and construction on unincorporated land in the area. However, the city of Lovejoy is not subject to that block, allowing the Stillwater project to move forward. Industry observers note that gigawatt-scale campuses are becoming increasingly common as cloud providers and AI companies race to secure large, contiguous power loads. The project’s scale — over 3.4 million sq ft of buildings and 1.25GW of power — positions it among the largest data center developments in the southeastern United States, and underscores the region’s growing appeal for hyperscale infrastructure due to available land, favorable tax incentives, and access to the Southeast’s grid.
