Texas Governor Greg Abbott's decision to pause new data center grid interconnections has placed roughly one-fifth of the entire US data center development pipeline at risk of significant delay, according to new analysis from Bloomberg NEF (BNEF). The move, announced earlier this month, has injected fresh uncertainty into a sector already grappling with soaring power demand and tightening grid capacity.
The governor directed the Public Utility Commission of Texas (PUCT) and the Electric Reliability Council of Texas (ERCOT) to conduct a comprehensive audit of all data center projects currently navigating ERCOT's interconnection queue. The review is intended to assess how these facilities impact the state's grid reliability, utility costs, and surrounding communities. ERCOT's queue currently holds more than 470 gigawatts (GW) of interconnection requests, with approximately 90 percent tied to data center load, underscoring the scale of the challenge facing the state's power network.
BNEF estimates that the audit could delay nearly 49.8 GW of projects seeking grid connections, potentially translating into financial impacts exceeding $8 billion by the first quarter of 2027. Should the pause extend beyond the initial review period, the analysts warned, the risk to project timelines and investment could escalate sharply. The near-term effects are already visible: Bloomberg reports that power demand growth in Texas is now projected to rise by only 6 percent next year, a dramatic downward revision from the 14 percent forecast made in July.
As part of the audit, PUCT and ERCOT have been instructed to gather detailed information on whether data centers are funding their own grid connections or relying on ratepayers, the extent to which they provide their own power generation or depend on the grid, and their use of water supplies, including whether they bring their own sources or reuse water rather than drawing on local communities. The review also covers measures taken to reduce impacts on neighboring property owners and requires disclosure of project ownership and controlling interests.
The directive follows closely on the heels of a new interconnection process proposed by ERCOT in June. Under that framework, projects are grouped into batches, with ERCOT studying eligible projects to determine grid needs and capacity before allocating transmission rights based on what the system can support. The utility is then tasked with developing and publishing a transmission plan identifying necessary upgrades. The new pause adds another layer of complexity to an already evolving approval landscape.
The Texas action is part of a broader legislative push across the United States to temper the rapid expansion of the data center industry amid concerns over grid reliability, rising utility costs, and environmental impacts. Last month, New York became the first state to impose a moratorium on new data center builds, and similar legislation has been proposed in at least a dozen other states, including Minnesota, Virginia, New Hampshire, Vermont, Oklahoma, Maryland, Georgia, Pennsylvania, South Carolina, Wisconsin, and Michigan. In Maine, a bill that would have imposed an 18-month moratorium passed both houses of the legislature but was ultimately vetoed by the governor.
At the federal level, Senators Bernie Sanders and Alexandria Ocasio-Cortez introduced the Artificial Intelligence Data Center Moratorium Act in March 2026, which would halt data center construction until the government enacts laws to protect workers, consumers, the environment, and civil rights from the impacts of AI. The growing wave of regulatory scrutiny reflects a fundamental shift in how policymakers view the data center boom, moving from enthusiastic support to cautious oversight as the strain on energy infrastructure becomes impossible to ignore.
For the industry, the Texas pause represents a pivotal moment. Data center developers and investors who have flocked to the state for its business-friendly environment and abundant renewable energy now face a more uncertain outlook. The outcome of the audit could reshape not only the pace of new construction in Texas but also set a precedent for how other states balance the demands of the digital economy against the limits of their power grids.
