RAIA Grid launches 86,000-km open-access fiber platform in Indonesia

PT Infra Fiber Teknologi has unveiled RAIA Grid, a new digital-infrastructure platform designed to deliver open-access fiber connectivity across Indonesia, targeting telecommunications operators, data centers, cloud providers, hyperscalers and enterprises. The platform, established by Arsari Group and Indosat Ooredoo Hutchison, claims an 86,000-kilometer fiber footprint spanning everything from 5G and fiber-to-the-home services to data-center-to-data-center links, according to a release issued on August 26.

The launch comes as Indonesia experiences accelerating investment in mobile networks, fiber, cloud services and data centers, driven by growing demand from digital services and artificial-intelligence workloads. RAIA Grid positions itself as a separate infrastructure layer for moving data between these systems, rather than a retail broadband provider. Its open-access model is intended to serve a broad customer base, including operators requiring backhaul, data-center operators seeking interconnection, and enterprises connecting sites to cloud environments.

A key commercial question will be how RAIA Grid operates alongside existing carrier networks. A wholesale fiber business can offer customers route diversity and multiple access points, but its value hinges on local reach, interconnection arrangements, service levels and the ability to expand into high-demand areas. The company has not yet released a network map or identified its first customer deployments, and it did not disclose capital commitments, ownership splits, network-capacity metrics or a timeline for further buildout. It also did not specify how much of the stated fiber footprint is already in service, acquired from partners, or still to be developed—details that will be critical in assessing the platform's scale beyond its launch announcement.

RAIA Grid said it plans to employ machine learning, artificial intelligence and agentic AI in network planning, demand forecasting, route optimization, investment decisions and predictive maintenance, with automation expected to accelerate deployment and support more autonomous operations. While these applications are increasingly common in telecom and fiber-network management, the company provided no technical detail on the systems it will use, their deployment stage or performance results, so the claims should be viewed as its stated operating approach rather than demonstrated outcomes.

Hendri Mulya Syam, RAIA Grid's president director, said the company aims to connect Indonesia's increasingly complex digital ecosystem, including data centers, and to turn connectivity into a strategic advantage for the country's digital future. Hashim Djojohadikusumo, founder and chairman of Arsari Group, said the platform is part of a long-term effort to strengthen Indonesia's digital capabilities, including infrastructure, knowledge and talent for artificial intelligence.

The launch follows an investment agreement announced in December 2025 involving Indosat, Arsari Group and Northstar Group to form an independent fiber-infrastructure platform, described at the time as FiberCo, intended to strengthen Indonesia's digital backbone and create a more asset-light approach for Indosat. Indosat has separately been expanding its AI and digital-infrastructure ambitions, announcing an AI-ready 5G modernization initiative with Nokia and NVIDIA in June, and joining Ooredoo Group, Nokia and NVIDIA on the Zankore AI-factory platform in August.

RAIA Grid's release did not clarify the relationship between the newly named platform, the 2025 FiberCo arrangement and Northstar's role, nor whether the 86,000 kilometers of fiber represent a newly transferred asset base or a combined operational footprint. Planned commercial offerings, pricing models and first customer deployments were not disclosed. For Indonesia's cloud and data-center ecosystem, the distinction matters: more interconnection and carrier-neutral infrastructure can improve route diversity and give enterprises greater options as compute and data workloads become more distributed.
