Nebius expands European footprint with Estonia deployment and second Finland data center

European AI cloud provider Nebius has announced two significant infrastructure expansions in Europe, reinforcing its strategy to scale AI compute capacity across the region. The company revealed a new 22MW deployment in Estonia and plans for a second data center in Mäntsälä, Finland, as part of its ongoing buildout of AI-focused cloud infrastructure.

The Estonia project follows an agreement with Greenergy Data Centers to install 22MW of capacity at a facility in Hüüru, west of Tallinn. The first phase is expected to become operational later this year, and once fully deployed, the site will represent the largest AI infrastructure deployment in the Baltics. While financial terms were not disclosed, local media reports indicate the project is part of a €50 million ($58 million) expansion that will raise the facility's total capacity to 31.5MW.

Nebius communications head Tom Blackwell said the Tallinn AI factory, developed in partnership with Greenergy, would deliver state-of-the-art infrastructure to support Estonia's growing innovation ecosystem and accelerate AI adoption. He added that Estonia was a natural fit for the company due to its engineering talent, digital economy, and startup culture.

The expansion was also highlighted in Nebius' Q2 2026 shareholder letter. CEO Arkady Volozh noted that the company expanded its contracted capacity footprint during the quarter with additional sites in the UK, Estonia, and Finland, while construction is underway at some of its owned AI factories in the US.

In Finland, Nebius announced on its LinkedIn page that it is building a second data center in Mäntsälä, where the company established its first facility. The new site will offer up to 70MW of capacity starting in 2027, bringing Nebius' total capacity in the country to 455MW across three locations. The company said its experience in Mäntsälä has shaped how it builds and operates sites globally, and that the next phase builds on that foundation as well as its relationship with the local municipality and community.

The UK expansion referenced by Volozh includes a 22MW capacity agreement with Kao Data signed in June, to be deployed at Kao's Harlow campus, and a separate deal announced this week to lease capacity at Vantage's campus in Wales. Nebius has also committed £1.7 billion ($2.26 billion) to establish three new Nvidia infrastructure deployments in the UK.

Beyond these recent announcements, Nebius operates data centers across the US, the Middle East, and Europe. The company currently leases or plans to lease capacity in London, Paris, multiple locations in Israel, Keflavik in Iceland, Lappeenranta in Finland, and US sites in New Jersey and Missouri. Nebius is also developing a self-built facility near Kansas City, a gigawatt-scale project in Pennsylvania, and a 240MW data center in Béthune, northern France.

The rapid expansion underscores Nebius' ambition to become a leading provider of AI-dedicated cloud infrastructure across multiple regions. By combining leased capacity with owned developments, the company is positioning itself to meet surging demand for high-performance compute while maintaining flexibility in capital deployment. The Estonia and Finland projects, in particular, strengthen its presence in Northern and Eastern Europe, where energy access and cooling conditions are increasingly attractive for AI workloads.
